It was located[ustasha state], we must remember, state was in a geopolitically precarious part of Europe, [Croatian state was]one of those small states that Hitler called “turd states” (Dreckstaaten), which only continued to exist just because the Great Powers could not agree on how to divide them - assuming that the German-Italian alliance had continued, an even larger part of Croatian territory would probably been taken over by Italy, most likely cutting Croatia off completely from the Adriatic Sea so that Italy could have an overland link with Montenegro and Albania. Further political and economic concessions might well have been imposed by Italy, in addition to those that had already been through the Rome treaties of May 1941, depending on the final division of spoils between Hitler and Mussolini”[4][p788]
