CBI/MH regularly having meetings with ZHA (weekly). Only once D was invited to such meeting
D does not know what is the arrangement and if and who is paying to ZHA
the last EOT was resent to MH to reevaluate determination which was already done by CME. D suppose to receive a "new" assessment/determination in the coming days
we asked how D would compare CME vs MH. answer:
CME was playing the role of engineer as per the FIDIC contract but MH is 90% on CBI's side.
D said to them few times in the past that MH is project manager who is serving CBI and not the engineer as FIDIC would define and require. MH replied that it is not true that MH is playing an independent middle point and that there are meetings that MH cannot reveal and that in the future D will see the result of MH doing an engineering role. [personnally I think it is buls-t]. D says that this coming determination from MH for EOT that they expect in the coming days will show it (if it is true or not).
D said that they have a feeling that MH is trying to find where D was made a mistake or was not correct so to report and take advantage of CBI.
D is on 28 floor - progress is good. MS and HoG just arrived from BGD and in few days they plan to go again. Apparently, they are spending a lot of time there. They also mentioned that they see support from Governor and that progress overall is good.
Currently, there are ~900 people on site and they plan to have soon up to 2k.
D says that they are after the success of the project and that HG is putting his own money (~6M USD) in order to move forward and not to lose momentum. D says if that would be contracted in Turkey or any other country the contractor will simply stop the work and wait for resolution (not just follow dragging strategy from the client)
The issue with generators is still not resolved (D not paid). D says there was some documentation missing (testing) and they did it finally and supplied but still CBI people trying to find an excuse not to pay.
D says that CBI onside people are very happy (smiles on faces all the time) because they find the way not to pay D. MS said if in future they screw themselves he will be first to use it against them.
IPC42 is not ready and they will send it once it is ready. They asked why we would need to have a full set of documents we explained and they said ok.
about double glazing issue - it is not resolved. and one time there was a meeting with ZHA/MH/D and CBI and on that meeting, Jim from ZHA said and push the blame on Khaled that ZHA never approved the DG solution and that was being said in front of the CBI and D at the meeting.
MH sent internally to their department which is taking care about facades and they internally and informally confirmed that the design from ZHA (initial) is wrong and not going to work.
Nobody knows so far how to solve it.
We said there seems to be correspondence confirming ZHA advice or approval but D said we do not know and we did not see it.
Primavera (if I heard it well) says already now that due to the delay in the design of the facade there is already a delay of 550 days.
The issue with elevators also big and not resolved without also view when and how it will be solved. Something inline that once the decision is made the supplier would need 1.5 years (6 months for design approval or review and 1 year for production). CBI/MH is saying now and pushing D to have study/design for seismic protection for the elevators also.
MS showed us a letter from Ms. Pether (I have a picture, will forward it) - asking D in her way to help (stop the project, confront CBI etc). D did not answer her. There were also few times when D was blamed and wrong information was published. When D asked CBI "what to do with it and why," CBI said that Ms. Pether is laying about things and they CME is a scam etc. Iglas mentioned that CBI preparing the reply on the court or something but no more details and D did not ask more.
MEP - mechanical part only 11% of shop drawing were approved and when MH came they start making the difficulties to move with that. D said this is only part they are suffering ("due to CME, like that could have been completed already"). they blame Bob from the US who did approve of any single thing and left.
the team of Yasir and Samir (MS said they are very dangerous) is strong now as they "reveille" corruption in CME/CBI (previous management). D said that Iglas said them that CBI found out who is behind CME and that it is under investigation now.
